Department of Justice Penitentiary branches, Department of Military and Defense, Department of Interior (Surveys, Land board, etc), North West Mounted Police, Customs, Post Office, Railways and Canals etc...
Not everyone who works at the penitentiary is a guard...
...there are also chaplains and instructors, and the storekeeper, surgeon, miller, etc.
